They can't be compared. You can compare same asset in different environment but the two assets use different implementations and support a different kind of options and effects. Although if you reduce the feature set to a common denominator like simple distance soft fog or scene fog of war, you will get better performance with Dynamic Fog & Mist as it uses less texture fetches in its shader loops. But again you can't have the same visual aspect nor fog areas or point light/Sun shadows support, etc. that you can get from Volumetric Fog & Mist.
