Flip Depth Texture bool doesn't seem to work

Hello,
I'm trying to turn off MSAA for the lowest qualities for my game.
And I ran into the unity bug with the depth texture being flipped if MSAA is disabled. (The HDR check box doesn't seem to do anything, but the render scale change will also make the depth texture work).
I tried enabling the Flip Depth Texture bool in the Volumetric Fog Manager, but it doesn't fix the problem. Only changing MSAA or render scale will work for me. I'm on unity 2019.4.1f1 with URP 7.3.1
Any idea how to diagnose why Flip Depth Texture workaround isn't working?

There was a bug in the Depth Flip Texture setting that prevented it from being applied correctly. It's been fixed in latest version.
