A new update for URP is now available in the beta board. This version is specifically designed for URP and Unity 2019.3.0 and uses the new Scriptable Render Pass features.
It should work on mobile devices and URP as well.

I am experiencing issues on IOS as well. I actually bought the asset and it worked well int the editor with LWRP on. I build for my IPhone and It dies not work. I am looking to launch my game early next year (Most likely February) and being able to highlight is a critical feature. Can you give some timelines on how soon it can work on LWRP mobile?

You're welcome. We're always testing and improving our assets so chances are that a future update of the asset is fully compatible with URP (when it's out of preview).

As far as I see it the URP is production ready.

Either way while it is a great asset I will not buy it at this time.

We're seeing rendering issues on Android with LWRP (URP is not tested yet as it's in beta) which affects Highlight Plus (basically the effect does not render at all in Android with LWRP). It works fine with builtin/standard pipeline on any platform. We'll try again when URP is out of beta.

I'm thinking about buying this asset.
Unfortunately I need it for a mobile game and we are targeting Universal Rendering Pipeline.

What is the problem with it that it doesn't work on mobile?
